El Paso, Texas. After 20 years of pushing mandatory spay/neuter laws for all dogs and cats coupled with anti-breeding restrictions which have not lowered shelter euthanasia rates, "animal rights" extremists now demand an end to all pet sales. What's next, no pets allowed? FYI: The latest draft of the El Paso Title 7 Animal Ordinance is on our "RPOA Texas Outreach" website www.rpoatexasoutreach.org under the "El Paso" Tab. A Public Hearing is to be held August 10th. If this passes in El Paso, it will be in your city next! Please email El Paso city and county officials below to OPPOSE these provisions below: *... Ban on ALL sales of dogs/puppies and cats/kittens by "backyard" breeders and pet stores. *... Only sales allowed are by breeders of "Competition Dogs and Cats." Breeder is not defined, but subject to inspections to ensure compliance. Director makes a list of acceptable clubs or organization registries. *... A Breeder Permit and a Seller's Litter Permit are both required to be able to sell "Competition Dogs and Cats." Must register each puppy/kitten of litter (higher license fee) before sold. *... All non-profit animal welfare organizations (including rescue groups) must obtain permits and be subject to home inspections. Permits will be granted at the discretion of the Department. *... Canvassing is defined as: Periodic verification of compliance with this title by the department of public health utilizing personnel trained to go door-to-door within the incorporated city limits. "Canvassing" passed in 2005 but according to Open Records Requests, there has been no canvassing . yet. But the definition lingers. *... Mandatory Spay/Neuter for all dogs and cats upon second impoundment at the city facility at owner's cost before being reclaimed. Animals are legally our property and this is unconstitutional. *... Requirement for existing Litter Permit number to be in all advertisements. San Antonio's Litter Permits are a failure with two Litter Permit numbers included out of 150 Classified Ads in most Sunday newspapers. *... Veterinarians enforcing some provisions. The director is to establish written guidelines for use by veterinarians in properly registering and charging fees for dogs and cats, in addition to the exceptions contained in the ordinance. Pet owners will take their pets to veterinarians outside the city limits to avoid violations of the Doctor/Client/Patient Relationship. *... Differential Pet Licenses ($10 for all now): Higher fee for unaltered dogs/cats ($32 or possibly $39 each). This has been a documented failure for 20 years and is nothing new! Pet owners won't buy the higher pet licenses for unaltered dogs/cats which means pets aren't licensed or vaccinated for Rabies. TALKING POINTS: *... These ordinance proposals are not written to solve local animal problems. They are out of the "animal rights" playbook to end all use, breeding, and ownership of animals. *... El Paso joins the ranks of other anti-pet cities in the US, primarily in California. No Kill doesn't mean No Pets! *... Pet owners will drop out of the system by not licensing their animals at higher rates which means they probably won't have their Rabies Vaccinations. *... This will have no effect on number of animals euthanized nor did the Litter Permit and Mandatory Microchip that took effect in 2006. They are animal theives as the can claim your animal as their property upon second impoundment, then make you pay for the surgery of alt6ering your animal if you want it BACK!
