What are the lights doing while it is turned on outside for about five minutes?

Yes that could be it, or the antenna could be bad, or where it connects to the unit could be dirty. Might just remove it from the dog list then add it back and get it to working.

U can also take it apart & unhook the battery for about 15 or 20 minutes. Garmin says this will reprogram it. Word of caution on two things. The little brass terminal, be careful putting it back on as it can collapse very easy & I also use gasket seal anytime I have had to take mine apart. I have had water get in twice & fry the collars.

If it still has the factory antenna i would bet it is bad. If the lights on the collar are double or triple blinking it is probably a problem with the antenna. Run up to tractor supply and get a few feet of the orange 1/8 cable and a box of crimp on ring connectors and build an antenna. I cut mine 21" long, they work great and are very tough. Just clean the area where it screws to the collar really good with a wire brush. I use a rifle bore  brush to reach in there.
