Don't know what registry you are talking about, but in our registry a pup must be from both registered parents to be registered. If the parents were not registered but all the litter registration papers are in order for both parents (ie the litters both parents came from were registered but the owners of the parents never sent individual registration papers in) then you would have to pay the fees to get both parents registered before you could register their offspring.

When I see someone advertise that "can be registered" on a grown dog, I take that to mean "you can get papers on this dog but get ready to pay for it". The other thing you may want to look at is what those registration papers mean to you or the people who would buy the rest of your litter. You can weigh that against the time and money it will take to track down all the signatures and pay all the fees to get the papers on the dog.
