Low body fat can cause a dogs cycle to quit just like in most mammals but it could help to bring her around other females that are in heat and add a few pounds to her. If these don't work there is a shot that can be given by your vet that will normally bring a dog in. and if these do not work you might have to find a specialist to figure it out
