I'm no expert, but they look like stainless, which aren't that old of a creation.  The rowels are pretty soft from a trainer's perspective... which might indicate a set of spurs for a novice rider or a specific horse.  Check for play in the center pin which will indicate prolonged use/wear.   The "leg" spurs are highly collectible, and I'd love to have a pair built for myself one day.  Although these lack in detail, the fact that they belonged to your grandfather should warrant "trophy case" status, thanks for sharing.
