Yes, people can get brucellosis from a hog. There are rare cases, but I think most of them contracted from people cleaning hogs with cuts on their hand.
Yes, it can reappear. I had three dogs get it several years back. After a 30 day treatment with tetracycline, it came back a couple of weeks later. I did 3 30 day treatments... one dog finally knocked it, but the other two had to be neutered. My Clifford dog that I just lost about a month ago, had his testicle rupture. All the infected fluid went up inside him. It was the weekend and I had a vet appointment the following Tuesday... he didn't make it. It will fool you if that happens because when the testicle ruptures, the dog will act and feel 100% better. Not all antibiotics work on brucellosis, I now keep a bottle of tetracycline pills on hand.
Usually it's just one nut that swells, but it gets three or four times larger than normal. I'm not sure about breeding a dog that recovers from it, I never asked the vet or tried. My vet also said hat it is going around bad this year, as she has treated several cases.
