If a dog is still progressing, then he or she is not finished. A finished dog is at his or her peak. They bring their A-game every time they hit the ground. You can send a finished dog to check pups and if they open, then it is a hog. I have never seen a dog that I would call finished that wasn't 3 or 3 and a half. Most of the time my definition of finished and others' definitions don't mean the same thing.
