4 in 1 would be best, then the Parma. I'd avoid the third. Never used one but have seen them used. Keep in mind, anything PTO driven is speed specific and likely slow to use. Like your tiller, have to go pretty slow. I was thinking a good drag harrow would be cheapest and can run as fast as you want with tractor or mule/wheeler. You'd have to plow it occasionally but just scratch it up and smooth it out nicely. You could make you a nice one with heavy wall pipe, some chainlink and a bunch of heavy spikes welded on the bottom.
