Newborn pups shouldn't be exposed to direct drafts. I had a litter born in may two years ago and I kept them in my barn with my port-a-cool fan going and didn't have any problems. If they cry during the day or pant a lot those are signs they are too hot. Letting them lay on damp towels can help also.
