Why are some people on here with multiple handles? What is the administration's point of view of this?

CBK....some are banned handles of folks who have left and then let back on and when let back on they come with a new handle....Take Noelle for instance, he used to be...what ever it was then was let back on and when he did he came back as nolelle....does that help? his old handle is locked but his profiles are there for reference.
I believe he went by hog tied. If they are banned, can admin not "unban" that profile? Thank you for answering me thus far.
