mike sounds like you pretty much have checked everything . at this point i would suspect a problem with the condensor fan motor  not moving enough heat or it's overcharged

sfboarbuster there is a drain line on the firewall somewhere (not sure exact location on a 99) it is probably clogged up blow it out and should start draining properly.

When say overcharged do you mean with freon?? My compressor kicks on and off every 10-15 seconds it seems
