It's hard to see from the angle, but there is an old lightweight saddle blanket over the tubing.  She learned if she walks up to the tubing and bumps it with her chest , it falls and she can step over it   I had to rig the tubing so it was a bit more secure.  I'm having a ball with her and have been wondering why I've waited so long to do this!
