What we need is someone to start trainin some real loose bayin hound dogs that'll roll out and go to the next one once you get there and hand cuff them. They could sell the dogs to border patrol. Not sure how you would train them though? Haha

Just get a person as a dummy and shove some tortillas in his pocket and run!!!!!  They will get use to the scent of things!
