that was my guess. if i am not mistaken, last time i was up there, denver had a city wide pit / bulldog ban.
i didn't scan the article well enough to see if it happened in denver, but noticed the reporter was reporting from denver.
if those fellows can't own a pit and thats the type of dog they want, they just get the next breed in line that most resembles one.
