Cable runners are fine in my County.  One of my friends recently lost 4 dogs and as many pups indirectly due to this law. 

One of his neighbors called in about his dogs barking too much.  The sherrifs dept. called Animal Control.  They tried to push the issue about the chains, so he put them all in the same pen.  It's crazy but that was fine and legal to have about 11 dogs in 10x10 pen.  Animal control got him for not having rabies vaccinations and tags.  Animal control took the dogs a week later and killed them at the "shelter".

We offered to take a few dogs, but Animal Control had that covered too.  If the dogs came up missing during his 5 day warning period, he would pay additional fines or provide information as to where the dogs went.  That would only prompt more "investigating", so I left it alone.
