A couple of points. This is sickening and saddening. One of the best "welfare" programs ever was the Public Works Administration during the Great Depression. Instead of focusing of giving money aware, they provided jobs building infrastructure. It paid off both short term (worker incomes) and long term (bridges, roads, etc. that helped with recovery).
Now this. To build infrastructure but use foreign contractors. Futile.
One other observation. State rights. Yes, those. How many of us rail in support of states rights and rail against fed'l regs. Take note. They refused federal funding because federal laws require that they use American companies and workers. Not much different that Perry wanting to do that corridor and allow it to be done by a foreign company.
