hm what is his food consitant of? try a grain free base, start him on chicken and rice for 15 days if you can make it and then use a grain free, either call of the wild which i like alot, or diamond naturals. there are some others but those two i have only messed with.
are these bumps dry and flakey or are they moist and have fluid?
put the dog inside and give him a good rub down with some shampoo with a drop of dish soap and if you can keep him inside you can rule out 2 easy allergies in one.
