There are less lethal ways to handle loose dogs. If training cost is the reasoning for not able to deal with dogs, then it boils down to common sence. If they r responding to a loose dog, how much common sence does it take to step out of the cruiser with spray in hand? If a cop cant be trained to be prepared, then they r in the wrong job. They need to be more flexible n able to adapt to situational changes w/o using an excuse of (i wasnt trained for this).
