If all else fails a civil war may not be a terrible option...

Taking on the U.S. military didn't turn out well the last time.  Today, there is such a huge disparity between the skills and armaments of the military vs. the citizens it would not be much of a contest.

What offends you about Congress is in fact legal.  The change has to come from public pressure which is not likely to amount to much.
