No he's not def..I'll try the collar..an he deffinetly knows when he's in trouble because he lays down but he just seems to ignore me when I call him even in a high pitched happy voice he just goes about his business. Thanks for the input!!
trapperchick...this is how I teach my dogs which is very little...I do the minimum that I believe they need...my dogs are kept in pens in my back yard...I turn them out and let them run...I only call them to come play or to come get a left over piece of chicken etc...as they learn to come at a later time it is just to pet them up good...once they come to me regularly I might call them to give medicine but I pet them up really good...try to keep it positive...
I try not to ever call the pups if they are focused on something else because they/he won't come, especially if the pup is doing something that is fun for him...call him when he is likely to come...
if you call him when he is likely not to come will only teach him that ignoring you works...I give commands that I can enforce or I won't give it...the red ryder is the long arm in my back yard...

if I give the command to stop something and want him/them to come I have the red ryder with me that can reach out and touch em if needed and they will come quickly...
