I don't have an answer on the mare, but I do know that one of the geldings I used to own was fed free choice alfalfa and 16# of Omolene 200 daily as a maintenance feed.  Maybe she needs more calories than she's getting...   If she will eat it, I'd add a a few cups of oil to each feeding to up the caloric intake without the increased chance of founder.
