Depends on how "legitimate" you want it to be.

Back ground checks for candidates set at a certain tolerance would be a big plus. It would weed through the riff-raff.

Forming a board/command group....based off of the military sections (S1, S2...etc) would seemingly be a smart place to start. This initial command group should probably be responsible for outlining the groups "writ" if you will. In addition...the command, after the initial formation of the group should rotate through democratic elections. Revisions to the "writ" should be made when needed.

The list goes on and on.
