I'd definately give them time! We've had a few "late" bloomers that have turned out to be our best dogs.
There is a lot of great advice here, and I'd just add to the fact not to drop the two pups together. I'm assuming that they're litter mates since they're both the same age??
If so, and they tend to come back to you together, I wouldn't hunt them together anymore... at least for a while anyways until they know what they are out there to do- find hogs and not goof off.
In our cases, it has pulled them out of their comfort zone, and they tend to venture out further with the more experienced dogs. Hope this helps!
