You either tolerate the BS or you don't. Letting the dogs 'fight it out' to a point, and THEN whippin their arses for it, would do nothing but confuse a dog as to what your rules/boundaries are. Keep it simple. If you don't want fighting, stop it either before it happens by watching and knowing your dogs' body language, or shut it down RIGHT when it starts, and be consistent.
