Yea that is a bunch of BS.  Go after animal owners that don't contain their animals.  Neither Lee nor Collier County is not doing much about sterilization of wild hogs.  These hogs are mass producing and causing more problems than dogs and cats.  All this to hope people bring animals in at night...that is a bunch of #2.
