Never heard of the sugar trick. Usually to flush eyes you can use a normal saline solution its pretty cheap to buy it get some in the contacts section at any store. You can mix it yourself if your super confident you can get the mixture right, if you get it wrong could cause some burning and really tick the dogs off.
