Twice in the 5 or 6 years that I've had these TT15 collars I have had that happen but fortunately the dogs weren't out of pocket. All I did to clear them out and get them back going was to remove them from the tracker and re-pair them.    On the charger issue, like you I clean the collar and the charger, but also lube the little prongs on the charger and work them in and out once in a while. There will always be 1 of them that gets some corrosion on it, don't know if it's a ground or hot one but there is something going on with one of them.
