I agree that some of it will depend on the dog as well.  I have a couple dogs that will let you pet and mess around with them all day long, and one gyp that could care less if she ever got touched.  Not an unfriendly dog by any means, I fully trust her around strangers, kids, and other dogs, but she's just not much of a "give me attention" kind of dog.
