The methods i was gonna recomend, you have already tried. May try going to a double or triple shot of permethian per gal of water. I usually use a triple shot and had no issues. I also use ultrashield fly spray and had great luck with it. I hav a couple dogs that were getting tore up with knats and horse flies, i sprayed them down with ultrashield and didnt hav an issue for 3 days, then left hm for work so im not sure if its still working or if the wife has sprayed them down again.

The flies in my yard could probbably drink adams like it was water. I tried it before bc that was all i ever used, but when i moved back to central tx, the only thing it works on is fleas and ticks.

Ultra Shield works good mosquitos, flies, ticks, etc... and lasts for a couple of weeks between spraying.

Ultrashield definitely works. Spray it in your hands and then wipe their ears instead of spraying their face. Then spray the rest of the dogs. I also like it because as soon as it hits the flies or Mosquitos they drop dead

Celebration spot for horses I just used it and not a flue or mosquito on the dogs, put about the size of a dime in the middle of their back.

I get the cheaper version of "bag balm" at TSC and add permethrin 10 to it and rub it on their ears. It last a decent amount of time. I also mix perm 10 with oil and a little bit of water and use that as my spray for the rest of their body. Both I recommend.
