Ive been lucky the last few years and havent had a tick problem. I had always just pulled them off before, the dogs and myself included.

I have heard that it's best to just pull them off even if you don't get the head. When you irritate them they regurgitate (barf, toss their cookies, hurl, blow chunks, throw up, vomit, up-chunk,...) and that's when they spread lyme's disease. Just what I've heard.
