Sounds a lot like a American Ranch Horse Association to me....
ARHA is an association that got started a few years ago that more or less just combined all breeds into one. They will let you register any stock type horse (Quarter Horse, Thoroughbred, Appaloosa... ect) AS LONG AS the horse is already registered in their breeds registry... Makes no sense to me. But there ya go... HOWEVER, their registration papers are useless without the breed registration papers, if that makes sense?
Maybe it's an association that is attempting to do the same with dogs?

Ya it was started in 95. It doesnt really matter to me because the dog was free with another dog I bought and she is a nice dog. Better than the one I paid for. Ive got the papers but they still shady.
