This is what I have seen in some very good dogs...not hyper at all...usually laid back but intense...

Gemma is a kelpie I have. She is the house, yard, go everywhere dog. She stays at the house loose most of the time mostly because she can jump all the fences. Also she doesn't harass stock.  I had gone to Bryan for the afternoon been gone at least three hours. On way home stopped at the neighbors down the road to speak to her since she was outside for about 30 minutes.  All the dogs kept barking and barking at my house 1/2 mile away. I drove on home came around the corner and Gemma was holding the three show wether prospects we have in the front yard. Only one had a scratch on him. You could see where they had gone all around the shop and threw the barn. She had held them there without harassing them the whole time by her self. She just waited till I came out of the garage and we put them back threw the accidentally left open gate no problems.

She is same kind of dog you describe always looking you in the eyes.
