This is crude but it gets the point across, you want the pipe to extend and swivel beyond the end of the barrel.

The ones I have seen that I like are a piece of pipe set in the ground. Then you  take another piece that will fit in the first and build a cradle on one end to hold the barrel. Slip the  cradle pipe into the one set into the ground and mount your barrel and attach the chain on the open end of the cradle.

The barrel rotates with the chain and the dog. I do think you'd need to keep it greased on occasion.

Rough idea but how far does the pipe stick out then how long the chain.  I have a similar setup with one of my dogs that does not pull much with a t post and pipe over it works good for her but wouldn't for some of the other dogs have been thinking about one of these for a while also

I am curious, as to why you all want your barrells off the ground?  I prefer mine in the ground, such as dig out a bank, place the barrel and cover it back up.  cooler in the summer and warmer in the winter. Just wondering, because i have never seen or heard of it around here
