Rec'd this late yesterday afternoon

April 14, 2011

Texas HB 1451 by Thompson has been "pulled" from the Local and Consent
Calendar due to the efforts of Representative David Simpson and has been
"Recommitted to Committee Licensing and Regulation of Commercial Dog & Cat
Breeders."

Rep. Simpson stated for the record that he could talk the required 10
minutes of filibuster if necessary. Rep. Thompson then pulled her bill.
RPOA appreciates the efforts of Rep. Simpson. Many legislators fear
Thompson's power as chairman of the Local & Consent Calendar Committee which
could prevent their bills from being heard. However the battle continues so
stay tuned.

In the meantime:
Contact your own representatives and senators who can be found at:
http://www.fyi.legis.state.tx.us/
and fax them our HB 1451 Talking Points on our website:
www.rpoatexasoutreach.org in the Lobby Corner and under "RPOA Bill
Positions" link.
HB 1451 is fundamentally flawed and cannot be fixed with amendments.

You can view yesterdays house journal and see that is not necessarily so.  It was pulled on the floor yesterday.

Last Thursday, April 14, Rep. David Simpson 

(R-Longview) took actions against HB 1451 on the House Floor to knock the Bill off of the Local and Consent Calendar for the day. This means that the Bill could not be voted out of the House as was originally scheduled. Because of these actions, the Bill was recommitted back to the Licensing and Administrative Procedures Committee. The Committee members unanimously voted the Bill out of Committee for the second time and assigned it to the Local and Consent Calendar to go back to the House Floor for a vote. The Bill is expected to be considered for vote on Thursday, April 21.
