Great dog to great dog is ok
Great dog to good dog is ok
Good dog to great dog is ok
Good dog to good dog is ok
POS dog to POS dog is not ok
For that matter, POS dog to anything is not ok and anything to a POS dog is not ok.
Hope this isn't too confusing.

In reality though, you can breed them pretty much however you want to at the beginning. If you are trying to bring in more influence from the female's side then breed mother to son or visa versa for the male. Once the lines start getting pretty tight I try to stay away from brother sister breedings unless it is the only thing you have.
