If all of you don't keep up this will be effecting each and every one of you.  They change it monthly and sometimes weekly and still can't get it right.
How can we as dog owners understand this when the ones writting it keeps changing it  because they don't want dogs to have owners.

Action Alert: Texas Anti-Breeder Bill HB 1451 Just Keeps Rolling Along!
Please make comments as instructed because the "animal rights" extremists
all over the country certainly will.

At the Texas Department of Licensing & Regulation (TDLR) Meeting referenced
below, HSUS state director Katie Jarl and Texas Humane Legislation Network's
Skip Trimble and Cile Holloway were visibly upset at the proposed penalty
matrix below. It was written by TDLR and not the Breeder Advisory
Committee. Trimble vowed the violations were not strict enough; asked who
wrote them and stated this was not the intent of the legislature when they
passed HB 1451. Ths trio has repeatedly objected that USDA regulations are
not strict enough and they will never be satisfied until all Texas dog and
cat breeders' facilities are shut down.
Be advised that usually penalties are considered to apply "per animal per
day" of the violation, but at a glance it's difficult to know what this
lengthy TDLR seven page proposal means as applied to Texas dog and cat
breeders. You might ask TDLR for more information on this enforcement.

The Licensed Breeder Advisory Board met on August 21, 2012 and agreed to
release a draft of the Licensed Breeder penalty matrix to the public for
comment and feedback.

Public comments are welcome from August 29 through September 12 and should
be sent to penaltymatrixcomments@license.state.tx.us.

The purpose of the penalty matrix is to establish a structure to be used by
TDLR's prosecuting attorneys when making decisions about the relief sought
in enforcement cases. They are expected to seek penalties and sanctions that
are within the ranges in the matrix. Pursuit of a penalty or sanction
outside the stated range is permitted only with the approval of TDLR's
Director of Enforcement when exceptional circumstances warrant.

Factors TDLR considers when developing the matrix:
1.. The severity or seriousness of the violation.
2.. Whether the violation was willful or intentional.
3.. Whether the Respondent acted in good faith to avoid or mitigate the
violation or to correct the violation after it became apparent.
4.. Whether the Respondent has engaged in similar violations in the past.
5.. The level of penalty or sanction necessary to deter future violations.
6.. Any other matter that justice may require.
We're asking for your help in the following areas relative to the factors
above:
a.. Do you agree that the penalty amounts are sufficient or insufficient?
b.. Do you agree with the categories (or classes) that each violation is
placed in with regard to degrees of seriousness of the violation?
c.. Are there violations and/or penalties that are not addressed that you
would like to see included?
d.. How can this penalty matrix be improved?
We welcome your comments and suggestions, and we appreciate your interest in

i was trying to get in the penalty matrix comment and it wouldn't open on my computer . something about e-mail default blah blah blah i'm not the best on computeing lo l need a little help .
