Tuesday, November 1st, the Texas Department of Licensing and Regulation
Commission Meeting will be held to approve the appointments of nine members
to the very first Licensed Breeders Advisory Committee in Texas.

RPOA will be monitoring every step in the process of administering and
enforcing this HSUS and Texas Humane Legislation Network animal
rights-backed legislation -- written to eliminate breeders, not regulate
them. The basic standards for care as written in HB 1451 are USDA
regulations which are designed for large scale commercial breeders meeting
zoning requirements - not the dog and cat breeders defined in HB 1451 who
breed in a home environment. The "commercial" and "high volume breeders"
definition was deleted from HB 1451 before passage which allows them to
tighten the noose in the future ... until there are no breeders nor sales of
dogs and cats in Texas. Just strays from the streets! If you don't believe
us, just ask them.

not received any notices and have advised TDLR of same.
