November 1, 2011 Texas Department of Licensing & Regulation (TDLR) has appointed the following nine members to their Licensed Breeder Advisory Committee to begin the process of administering provisions of the HSUS and Texas Humane Legislation Network Anti-Breeder Bill, HB 1451. Paul O'Neill, Midland, TX, Animal Control Officer Maggie Dahl, Richardson, TX, Animal Welfare Organization Sherry Ferguson, Missouri City, TX, Animal Welfare Organization Lori Teller, Bellaire, TX, Veterinarian Richard Cordes Menard, TX, Veterinarian Gayle A. Latham, Buda TX, Public Member, Presiding Officer Babette Ellis, Austin, TX, Public Member Larry Munchrath, Eustace, TX, Licensed Breeder Steve Epperson, Brownsboro, TX, Licensed Breeder While the Compliance Division of TDLR was giving a staff report (time stamp approx. 4:26), they were asked about the new breeders licensing program. A TDLR staff member replied stating that there would be 3rd party inspector training. He also said TDLR would only contract with governmental entities to obtain licensed inspectors (ie. firemen, policemen, etc. ) He further stated that once trained, these inspectors would only be authorized to do assigned inspections. These will be determined by TDLR in advance. There will be no random inspections conducted on the whim of an inspector. The Advisory Board was approved. This discussion began at time stamp 4:40. Because the breeders are not yet licensed (as required by legislation in order to serve on board), they will not have a vote. However, TDLR staff was instructed to take detail notes of their comments so they could be fully considered by TDLR board members. Since this is only an advisory board, TDLR board members are not bound to their decisions and can consider breeder comments and positions. First meeting will be a basic orientation and will be held the week of November 14th. No specific date given.
