This is a big time foot in the door for those who want to do away with your rights to keep dogs.  Remember the bill from last legislative session that would have required every dog to have 150 sq ft of space per kennel, and do away with chaining?  Here it is again in sheeps clothing, all it will take is a few amendments and the same laws will have gotten through.  It could even start at ten intact females and drop to five, or three.  Once a law gets through it's very difficult to repeal, but not that hard to amend.
