i buy the clear tubing off the rolls in the hardware store, it doesn't cost much and the extra padding around the loop where your hand goes is definately worth it. Just buy your cable first and then pick tubing that it will fit in best.  the colored insides comes from different color on the plastic coating on the cable.  Like if you buy one of the ready made tieouts or the cable runs that go over the dog they will be red. (The right name escapes me right now, but it's a cable you hang up off the ground about neck high to a person that has a pulley and another cable that goes to the dog).  They are pretty decent cable and usually cheaper than buying the same length off the roll.  I think home depot and lowes carry them and most pet stores.  Sometimes they sell cable clotheslines that are green but they are pretty fine cable.  I have also shot marking paint inside the tubing and then run the cable through but that can get messy.
