I have one bitch that does that and will have the pups there, I figure let her do it where she is more comfortable and then move them later, one time I moved them to the box, she moved them back, I moved them back to the box she moved them back, did this two more times and then figured momma knows best. Its the nesting instinct that causes them to dig.
