They are tactical H harnesses.  You can attach all kinds of pouches to the belt.  I have a GPS holster, knife, first aid kit and one for flashlight, batteries and camera.  Having all of this stuff on you is priceless, especially when you have a dog cut real bad that needs first aid asap.  You can get the harness and all the pouches from most army surplus stores.
