Do not be swayed by the exemptions. If this bill passes the Senate it will go to conference committee. They will work out the differences between the House and Senate bills and present a bill to be passed by both the House and Senate.
There is no guarantee that the exemption would survive the conference committee. There is also the good possibility of that exemption being removed by amendment in a later session if it does pass with the exemption intact.
