Hate it when one does that. Normally its hard when they get to that age if you don't have a handle on them. As a rule of thumb we usually get a good solid handle on our dogs prior to 1 year old. We treat them real simular to how we used to treat our duck dogs as far as obedience is concerned. I am by far no expert, but I would think a shock collar might be in order here...especially if he knows what here or NO means. Then just use it to reinforce the command.
