I had a dog that lost all the hair on his back end and it was fleas, even though we were trying to treat the fleas with flea powder, flea collars, flea shampoo etc, nothing worked until they brought out those drops. Then I noticed his skin stopped being irritated and some hair grew back, though not all, it was permanently de-haired over a lot of his rump area, but it was obvious the irritation was gone.

Your dog could have something else entirely going on just sharing my experience. Apparently some dogs have a really bad reaction to fleas and you can think you're treating them but actually the only thing that works are those poisonous drops you put on the dogs back, which are relatively new. I went through all this in the late 80s/early 90s.
