From what I have been told garmin uses baterys that have a memory and if you dont keep them charged they will slowly loose battery life.  One of the first things I do when get in from a hunt collars go on chargers.

Before changing the batteries make sure the contacts on the collar and charger are both clean and free of corrosion.  I use fine grit emmory cloth then put a thin layer of dielectric grease.  I clean mine up about once a year and don't have any problems.

I have had that happen on a couple of dc-30s. I called garmin & they said to take the collar apart & disconnect the battery for about 15 minutes. I did that & the collars charged up fine.
One word of caution. If you hunt in & around a bunch of water, make sure that gasket is on right. I have started using gasket seal whenever I have to take a collar apart. I have had two collars in which water leaked in & fried the circut board.
